RE-HOW SERVICE CHIEFS ILLEGALLY EXTEND MILITARY CAREERS OF COURSE MATES

The attention of the Defence Headquarters has been drawn to a news item making rounds in the media captioned “How Service Chiefs Illegally Extend Military Careers of Course Mates”. Thus, it has become necessary to clear this issue that was addressed particularly to the Nigerian Army, Navy and Airforce. It cited Harmonized Terms and Conditions of Service (HTACOS), 2012, Paragraph 02: 10 (b) as justification for the assertion, which is a tabulation of the conditions relating to the length of service of a commissioned officer of the Armed Forces of Nigeria. However, it failed to give insight into other sections of the Paragraph that borders specifically on extension of service for a commissioned officer.

In view of this kind of an unbalanced publication, the Defence Headquarters wishes to posit that; Paragraph 02:10 (d) of Armed Forces of Nigeria, Harmonized Terms and Conditions of Service, officers, 2012 is clear on the considerations for extending the length of service for officers, which are summarized as follows:

An officer’s career can be extended based on the interest of the Service, in this case, Army, Navy and Airforce.
In very exceptional cases, an officer’s Career can be extended beyond one year for as long as necessary.
Extension of service for officers can only be approved by the Service council/board comprising the Honourable Minister of Defence, Chief of Defence Staff, the service Chief, Service Director at Ministry of Defence and Permanent Secretary Ministry of Defence.

Extension of service for officers can also be at the discretion of the Commander in Chief.
From the foregoing, I wish to state that there was no act of illegality perpetuated by the Chief of Army Staff, Chief of Naval staff or Chief of the Air Staff, regarding extending the length of service for officers. Extant guidelines and policies are always followed as laid out in the aforementioned document when the need arises. It also worthy of note, that quite a good number of the officers mentioned in the article are no longer in service.

Only very few are still in service, in the interest of the Armed Forces of Nigeria, which is in line with Harmonized Terms and Conditions of Service for Officers, 2012, Paragraph 02.10 (d).
The general public is hereby re-assured that the service Chiefs under the strategic leadership of the Chief of Defence staff are focused and will remain so, in tackling the security challenges of the Nation, and would not be distracted by any means.

RE-DISINFORMATION ABOUT THE MILITARY COUNTER TERRORISM TROOPS TRAINED IN PAKISTAN

1. The Defence Headquarters wishes to correct the disinformation about the counter terrorism troops trained in Pakistan recently. A voice clip in one of the major languages of the country has been in circulation on the social media with the summary as follows; “The disinformer claimed to be in Pakistan where he saw about 1000 Nigerian troops selected from a particular region in Nigeria graduating after their special training, with the directive to come back home to kill Nigerians of a particular tribe”. It is an incitive, untrue and unverified lie against the Armed Forces of Nigeria, targeted as discrediting the capacity building effort of the Military.

2. Operationally, the Armed Forces of Nigeria is poised on building its capacity to meet the contemporary security challenges in the country. This is being done with other countries with similar security challenges of which Pakistan is one. Hence, the collaboration with Pakistan for the training of additional counter terrorist troops in addition to own local training efforts. It is instructive to clearly state that;

a. The Nigerian troops that trained as a unit on counter terrorism in Pakistan were drawn from the Nigerian Army, Navy and Airforce, in line with the concept of the force generation.

b. The personnel cut across all the religions as enshrined in the Nigerian constitution.

c. All the geopolitical zones and major tribes in Nigeria are represented in the composition of the unit, as usual with the Nigerian Military.
d. It is not an isolated training programme but an existing and continuous exercise.

3. The Defence Headquarters therefore, reassures all Nigerians that, the Armed Forces of Nigeria is non sectional, regional or tribal. The military is ever ready to protect the lives and property of all in the Country. Hence, the ill motivated voice clip should be disregarded.

MOSCOW (Sputnik) — Russia plans to supply Nigeria with 10 Su-30 multirole fighter aircraft by next year, Federal Service for Military-Technical Cooperation (FSMTC) Deputy Director Anatoliy Punchuk told Sputnik on Monday.
"In 2018, Russia will supply 10 Su-30 aircraft. Thus, the contract will be completed by the end of next year," Punchuk said.

Nigeria received two Su-30s under a contract on the delivery of 12 Russian fighters this year.

*COMMANDERS CELEBRATES EID EL FITR WITH WOUNDED SOLDERS*

The Acting General Officer Commanding (GOC), 7 Division of the Nigerian Army, Brig Gen Ibrahim Manu Yusuf has urged troops of Operation LAFIYA DOLE fighting insurgency in the North East to hasten up and clear the remnants of Boko Harm terrorists (BHT) in the ongoing final onslaught against the terrorists. The Acting GOC made this remarks during the EID EL Fitr celebration with wounded soldiers at 7 Division Medical Services and Hospital (DMSH).

He commended officers and soldiers for their dedication and loyalty in discharge of their constitutional role. On the wounded, he described them as heroes of the war and pillars of the Nigerian Nation while praying for their quick recovery “You are fighting a just cause and God will always be by your side’’. The GOC who was accompanied by the Ag GOC 8 Division, Brig Gen Steveson Olabanji thanked the 7 DMSH Commander, Lieutenant Colonel Ndidi Onuchukwu for the luncheon initiative with the wounded soldiers and promised to always support the victims of the war.

Earlier in his opening remark, the Commander 7 DMSH congratulated the muslim faithful for successful completion of Ramadan fasting and prayed that the Almighty Allah to Open doors of blessing on Nigeria and all who participated in the spiritual exercise.

The Eid El Fitr celebration was attended by the Commander 37 Artlllery Brigade, Brig Gen Boniface Sinjen, Commander 47 Engineer Brigade, Brig Gen Joseph Chima, Commander 57 Signal Brigade, Brig Gen Gbemiga Adesina, the Chief of Staff 7 Division Brig Gen John Ochai and the Commander 8 Military Intelligence Brigade, Brig Gen Aliyu Sambo.

LIEUTENANT GENERAL TY BURATAI ADDRESSES ROYAL UNITED SERVICES INSTITUTE IN LONDON

The Chief of Army Staff (COAS), Nigerian Army, Lieutenant General TY Buratai, today Monday 26th June 2017, addressed members of Royal United Services Institute (RUSI), a British think-tank and foreign relations experts in London. The Chief of Army Staff spoke to them on the “Current Nigerian Army Operations and the fight against Boko Haram terrorists”. During the presentation, he discussed Nigerian Army’s approach in countering the Boko Haram terrorists, strategy and tactics being employed against the terrorists, current situation in the north eastern Nigeria and the ongoing clearance and stabilizing operations in the theatre. The presentation attracted other personalities from Transparency International, diplomats from France and the United States, as well as academicians from London School of Economics and participants at Royal College of Defence Studies.

After the presentation at RUSI, he also interacted with Nigerian Army officers on courses at various institutions in the United Kingdom and thereafter moved to the Ministry of Defence where he had meeting with Major General Giles Hill, Assistant Chief of Defence Staff (CDS) of the United Kingdom at the Ministry of Defence.

Earlier on arrival at the MOD, he was conducted round memorial arcade by his host at the courtyard of the Ministry.

The Chief of Army will also attend 2017 RUSI Land Warfare Conference and visit the Royal College of Defence Studies (RCDS).
