Since 17 people get on d train and make it 63. Remove the 17 people that get on the train and replacing it with the 19 that get off will make it 65.

46 people plus the 19 people that first got off the train gives you 65 people.

So there were 65 people initially on the train before 19 people got off and 17 people got on.
