the radar with round shape is the fire control radar (FCR) used to direct the onboard main gun and CIWS etc for accurate fire . it will operate on the X band. (FCR always operates on X band)

while the radar (as seen in pic by me) on the top mast is a volume search radar ( in my opinion ), to search for air and surface elements, cant say about the operating band.

Usually NA officers or cadets are usually sent to the states for training.

But since you said they wear US green beret badge then they most have being trained by them.

PRESS RELEASE
OUTCOME OF INQUIRY INTO FRACAS AT UNIVERSITY OF OSUN STATE INVOLVING NIGERIAN AIR FORCE PERSONNEL

It is recalled on 24 May 2017, there were reports of some Nigerian Air Force (NAF) personnel being involved in a fracas on the campus of the University of Osun State (UNIOSUN), Ipetu Ijesha. Being a highly professional force, with utmost respects for human rights, the NAF immediately commenced formal investigations into the reported unfortunate incidence and also assured the general public that any NAF personnel found culpable will be dealt with in accordance with the appropriate laws. The NAF Board of Inquiry into the incidence has now submitted its report to the NAF Headquarters.

There were certain fundamental issues, which the report did not adequately address, and necessary directives have therefore been issued for the report to be further enriched. Notwithstanding, the report revealed that an airman of the NAF, who was allegedly relating with cultists and gangsters from UNIOSUN, was indeed involved in the fracas. Consequently, the Chief of the Air Staff, Air Marshal Sadique Abubakar, has directed that appropriate charges be immediately preferred against the airman, in compliance with the provisions of the Armed Forces Act CAP A20 Laws of the Federation of Nigeria 2004.

The CAS has further directed that necessary steps be taken towards mending the relationship between members of the UNIOSUN Community, on the one side, and the NAF personnel in Ipetu Ijesha, on the other side. One of such steps would be the organization of a novelty football between members of both communities. It is important to reiterate that the unfortunate incidence is not a reflection of what the NAF stands for and once again, inconveniences to all concerned parties are highly regretted.

His Excellency, the Executive Governor of Kaduna State, Mallam Nasir El-Rufai, is also represented. PRESS BRIEFING

PRESS BRIEFING ON THE REPORTS OF: BOMBING OF INTERNALLY DISPLACED PERSONS NEAR THE CAMP IN RANN BORNO STATE, THE INCIDENTS; BETWEEN THE NIGERIAN ARMY AND POLICE PERSONNEL IN DAMATURU, THE NIGERIAN NAVY AND POLICE PERSONNEL IN CALABAR

1. Good day Ladies and Gentlemen of the Press. You have been invited today to the Defence Headquarters, for a briefing on three incidents of public interest concerning members of the Armed Forces of Nigeria. These incidents were:
a. Erroneous airstrike of Internally Displaced Persons (IDP) near the Camp at Rann in Kala-Balge Local Government Area, Borno State, on 17 January 2017, by the Nigerian Air Force.
b. Armed clash between some Nigerian Army and Police personnel in Damaturu, Yobe State, on 11 April 2017.
c. Clash between Nigerian Navy and Police personnel in Calabar, on 30 May 2017.
2. Consequently, the Defence Headquarters constituted Boards of Inquiry to investigate the incidents and come up with their reports. However, some of the Services and commands who were directly affected also constituted their Boards of Inquiry in line with service regulations. In all, Defence Headquarters was equally provided with the reports of all the other Boards constituted, to investigate the various incidents.
3. Going by the ethics and best military practices, all the reports were harnessed by a final Board at the Defence Headquarters, to have a clear picture of the incidents. Thereafter, comprehensive reports of each of the incidents were produced. Each covered the cause of incidents and recommendations among others. I will now highlight the aforementioned, against each incident.
4. The Bombing of Internally Displaced Persons (IDP) near the Camp in Rann, on 17 January 2017.
a. Cause. The main reason that caused the unfortunate airstrike near the IDP camp at Rann, was lack of appropriate marking of the area, near the Camp where the IDPs were struck. Hitherto, people were not expected to amass at that location. Furthermore, the location was not reflected in the operational map as a humanitarian base. The normal pattern for Boko Haram Terrorists to form up, before attacking innocent civilians and troops is to amass. Hence, it appeared as a place that could equally be used for enemy activities. Thus, when mass movement was noticed through aerial satellite observation, it was taken for Boko Haram Terrorists activity, which needed to be neutralized with speed.
b. Recommendations. The following were recommended, in order to avert future occurrences:
(1) All locations where humanitarian activities take place in the Theatre of operation should be marked appropriately for ground and aerial identification in line with international best practices.
(2) The geographical and spatial coordinates of all areas of humanitarian activities within the Theatre, should be provided to the Theatre Command Headquarters.
(3) There should be timely and mandatory exchange of information between stakeholders, for all activities in the Theatre of operation.

5. Armed Clash Between Nigerian Army Personnel and Police in Damaturu.
a. Cause. There was an armed clash between some Nigerian Army and Police personnel under Operation LAFIYA DOLE, in Damaturu on 11 April 2017, which led to the death of one soldier and 3 policemen, with 7 other policemen injured. It was caused by an avoidable misunderstanding from exchange of words and later physical confrontation. Hence, the constitution of the Board of Inquiry, which made some findings and came up with recommendations, to forestall future occurrences.
b. Recommendations. It was recommended that:
(1) Strict centralized operational and administrative control should be exercised, on all security agencies serving under Operation LAFIYA DOLE.
(2) Offenders in the incident are to be sanctioned appropriately, to serve as deterrence to other personnel in the Theatre of operation.
(3) The outcome of all disciplinary action, should be communicated to other parties.
6. Clash Between Nigerian Navy and Police Personnel in Calabar.
a. Cause. On 30 May 2017, there was a clash between personnel of the Nigerian Navy and Police in Calabar, that led to the death of 2 policemen and shooting of a naval personnel, which was investigated. The incident equally resulted in the destruction of properties. It was found that, the immediate cause was a misunderstanding between a naval rating and a policeman that escalated. Thus, recommendations were made to forestall future occurrences.
b. Recommendations. It was recommended that:
(1) The Nigerian Navy and Police, should institute further investigation to identify erring personnel for sanctions.
(2) Security services should periodically remind their personnel to always comply with standing regulations, at all times and places.
7. All Nigerians and the general public are hereby requested to continue to support the Armed Forces of Nigeria to tackle security challenges, while the troops remain committed to carrying out its roles professionally. Thank you and God bless.

NAF GRADUATES RECORD NUMBER OF RECRUITS

The Nigerian Air Force (NAF) today, 21 July 2017, graduated 1,928 recruits, who have just successfully completed the Basic Military Training Course (BMTC) at the NAF’s Military Training Centre, Kaduna. The Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, who was the Reviewing Officer and Guest of Honour during the colourful Passing Out Parade (POP) ceremony, stated that it was the first time in the history of the NAF that such a huge number of recruits would be graduating at the same time. According to him, the feat was made possible by the recent expansion of the training facilities at the MTC to train up to 2,500 recruits at a time as against the initial capacity of 500 recruits. As a result, the NAF had successfully trained, in all, 4,163 recruits for the Nigerian Air Force, between July 2015 and today, thereby reducing unemployment in the country. He, therefore, expressed profound gratitude to Mr President who, in spite of harsh economic realities, continues to support the NAF to enable it meet its operational requirements and the welfare of its personnel.

Air Marshal Abubakar charged the graduands to take advantage of the knowledge and skill acquired, from the newly introduced Internal Security Module, to safeguard lives and properties wherever and whenever they were deployed for Internal Security duties. In addition, the CAS reminded the new recruits of their civic responsibility. “You are subject to both military and civil law. Hence, you must submit to civil authority and protect our democracy. I urge you to treat all our people with respect and dignity”, he added. The CAS also presented awards to the best 3 graduands in order of merit namely Recruits Anyim Emmanuel, Awokoya Adeshola and Nwamiri Chiomaobi respectively. Air Marshal Abubakar seized the opportunity to commission a new project and also inspected other ongoing ones.

The POP ceremony was attended by many senior military officers, serving and retired, as well as dignitaries, including the representatives of His Excellency, the Governor of Kaduna State, Mallam Nasir El-Rufai and the Emir of Zazzau, Dr Shehu Idris, CFR. Many of the new recruits from the BMTC 37/2017, who have received special training, would be deployed to the North East to enhance airfield protection and also support fighting land troops. It is recalled that the NAF recently released the list of another set of over 3,000 successful recruits, who would soon commence the BMTC.
