Thats the thing, as of that time, ministers were selected atleast with my little knowledge about it, with more emphasis on achieved excellence in ones field and not recycled state governors. Likely no scenario of a law doing and architects work, engineers work and electrical works together.

They were people who were seasoned and satisfied with their personal success and not thugs who found their ways into power.
