Every body has freedom of movement in any part of Nigeria but you don't have the freedom to hold rallies anyway, anytime and anyhow, neither do you have the freedom to herd cattle anywhere, anyhow and anytime.
If you know anything about management of crowd and crowd psychology, you will know why you need police permit to hold rally and the police have right to deny giving you the permit.
