Flicker screen ic needs replacement fixable with just 30k

Please o, I have an iphone 6+. The screen doesn't touch. I took it to computer village but the guy there said he can't do it except i get a full panel which is 90k according to him.

The phone does on and every thing works, including its buttons on the sides BUT screen does not respond to touch.

Please help.

hello, they said it's not the screen that's the problem but IC or board that connect those 3 screen cables... but I was adviced to change everything at once. You know that panel by the side of the battery when you open it it right? That's what I am talking about. Can you also help upgrade it to 64GB from 16GB?
