OP, my eyes dey turn me from looking up,down,righ,left,in,out, everywhere, i still cant get it.

Lol.... 2 was my first choice too until I took a closer look...

Tank 11 i think.
It has to be filled up before any other tanks can be allowed to get full. I would have gone with tank 7 but it will only be 96 percent full before the water from it starts discharging into tank 10

TÀNK 7: Analysis; To get this right you must take note of the position of the pipes I.e some are fitted from base and some up.Tank 0 give 1, So tank 1 is passing as soon as the water drops to tank 3,also 3 give 7 as soon as it's receive but 7 has his outlet at the up length, which means it must full before passing out to 10. Then 10 give to 11. No water will flow to Tank2 until tank 1 is full but it will take time. Going further. Tank 4,5,6,8,9 will not get flow going in because they solely depend on tank 3 to full before they receive in flow.
