All foreign debts came with a spending plan for a particular project and so wherever that infrastructure was cited with foreign debt, that will be the new nation state's share of the debt!

Every foreign loan comes with a specific spending plan so go and ask Fashola and Kemi to not try nonsense with all the budgeted projects in your region.

If the lenders were silly enough to lend without a concrete project, then WTO court will decide the case.
