What worked for me

Download opera vpn from playstore
Use Netherlands as your IP
Visit offerup on UC browser or any browser you chose
Sign in via Facebook
Search via the search panel (you're allowed to change location there to any of the states on first page)
Make a choice, bargain with the seller and provide OP with the seller's phone number after agreeing on a price.
