The state govt in turn is meant to pass the money down to local govt, but since we know most local govts authorities dont exist no more, most state governments withhold the money giving the impression that it will do the job. When it then falls down to community level, it is a very common thing for chiefs, kings and other community elites/elders to manipulate/blackmail/connive with the state governments to release community development funds to themselves to carry out the 'contracts', a promise they eventually fail to deliver on while they pocket the money meant for community development. There are also numerous cases of dubious chiefs, kings, community elders etc blackmailing local oil companies to pay corporate social responsibility cash to them instead of executing projects. At the end, it isnt an unusual thing for the funds to go into voicemail. This was one of the major issues Ken saro wiwa was dealing with. So next time you see a dilapidated road like this in an oil producing community, just remember that the FG has never withheld oil derivation funds, the culprit is usually either at the state level or at the community level. |

I doubt if you know that since the creation of NDDC which is a federal government vehicle for the development of the Niger Delta oil bearing communities that they have never received a cash backing of 20% of their approved budget for any year. You went on to weave a long pipe through which government find flows to get to the host communities which is an absurd fallacy. What local chiefs fight over are CLO jobs with those oil companies....To supply labour and then community development assistance find which the youths of the areas collect and squander ..., The real development which is supposed to be within the purview of the federal government doesn't get the deserved attention for a community from which soil billions of dollars are extracted Read about the development of oil bearing communities outside Nigeria like Oslo ... Nodogragra4me:Bro, I agree with you on the shortfalls in the funds released to NDDC and co., but are you aware that the 13% derivation paid to oil producing states is meant for fixing roads like this?... The 13% is specifically meant for oil producing communities but that is something that has NEVER been adhered to by state governments since 2000. Regarding the horrible politics of greed being played by dubious community leaders and elite who connive with govt officials to divert development funds, I think I would just let that one slide cos I cant produce any concrete evidence at the moment to prove my point. But growing up in that same Warri myself, I know exactly what I'm talking about. |

Maduawuchukwu:Check it my biz is at East West rd choba area . So One is roughly say 45 mins to truck the container . Compare that to Lagos plus police and other wahala on the road . That's a whole day to discharge next day . You might not know but 80% of importers who ship FCL and have thier base in the SS or SE ship fru One and Onitsha . Some Aba . The difference btw them and Lagos is time . So it 5 alas longer to get a ship from say China to PH than Los . |

DMerciful:Governors Ibori, Uduaghan and Okowa who have collected 13% derivation which is specifically meant for simple road projects like this for close to 2 decades should be tied and flogged. So also should the elites, big chiefs and other elders in these areas who have connived with the rogue governors to share and squander the funds meant for these little projects. |
