I don't think so. if you know what a tight border is, check out ghana- cote d'ivoire. Seme is too open, you can actually dodge Nigerian govt officers at the nigerian side to enter through Benin.

I don't think it's baseless you have to start from somewhere. Beside he mentioned buying more aircraft equipment to watch borders and strengthening cooperation with neighbors. I don't think if they even have man power to watch who border.
