When you are honest!!!!
(1)You must rescind any secret recruitment under your watch.
(2)You must never stand in for corrupt individuals and free of deceit.
(3)You must never speak from both sides of the mouth.
(4)You must play by the rules you outlined.
(5)You must never be caught shielding corrupt individuals.
(6)You must not be a tribal leader
(7)You must be not be driven by nepotism.
(You must never delegate duties to corrupt individuals.
(9) You must declare your asset publicly
(10) You must respect Nigerians irrespective of their ethnicity.

So therefore;
President Buhari has zero honesty and below zero integrity. He is gimmick laced and was never prepared for leadership. He has never played by his own rules.
There is no Honesty in a man who shields his close friends that have stolen public funds. There are honest criminals if you don't know.

President Buhari is a Deceptive Thief. He steals via proxy. Although, You can never trace it to him. He understands the game of Plausible Deniability.
