Oyo, Ogun and Osun are where they ought to be. Lagos (being the highest beneficiary of our skewed federal system) ought to be further down and Ondo higher up. This is the reality if Nigeria practices true fiscal federalism.

Ogun, Osun and Oyo with all their loans should be better.

I thought Abia state will be last in the ranking. Borrowing every month with nothing to show for it, some individuals taking the allocation from the source under an 'arrangee' agreement and touting in the name of political compensation at the expense of the masses and the IGR.
Please borrowing is not totally a bad idea but it is bad when you misapply it.
Next time don't wish your state bad luck because it may be a yardstick to judge you as an individual.

I am living and doing business here but u need to come and see how the political gladiators here are impoverishing the state. This state is supposed to be one of the most viable states but the wicked politicians has turned it barren. So, when I am writing, I do that out of experience

SW is not economically viable,if not Lagos that was developed by Nigeria the way Abuja is been developed now from ND oil money the SW will be worst off.

When a little truth is revealed about Nigeria, you'll begin to see the reason why South East confidently wants to leave without your Oil or Agriculture. Almost every village in the East is urbanized. Why? We depend on our brain, fingers and strength. That's what is keeping China, Brazil and South Korea. Let's restructure now or some States would collapse completely if one day referendum becomes a reality. All those uninhabited Forests encroaching roads from Edo to Ondo to Ekiti to Ilesha to Ibadan and to Lagos could have bn converted to farms, Industrial sites, Shops and homes if they were in the South East but they're all pestering on Federal jobs which impoverish them the more. Just remittances from Igbos abroad to their relations are capable of boosting the micro-economic strength of Igbo States. I'm not boasting but just being Frank.

This is why I laugh at these head slammers whenever they rejoice over fake IGR. When I called attention to how SW is degenerating day by day, they called me all manners of name and tagged me IPod. We shall see. Where are those morons to come and brandish some fake fictitious IGR figures again to deceive ourselves. Within us,we know the truth.

This statistics does not really mean a viable or non-viable State. To determine that, you will need to know the States' percentage of Capital and Recurrent expenditure. If the expenditure is relatively more on capital side than recurrent, then you cannot say a State that spend less is better. So, do that first before bragging or becoming sober. My2cents.

Capital expenditure increases capacity to generate more funds that will offset the balance in the future.

Osun state IGR is almost zero. That I think could be reason for this. Also, in the states that have more than 80% of her populace as Civil servants (Recurrent expenditure will always be high). May God help them all

If Nigeria should practice true fiscal federalism, Lagos will lose many of its advantages. And most States of the federation, not limited to SW states, will be in serious financial problems. The true gainers of fiscal federalism is major oil bearing states.

I really wish and pray for the Bonny seaport project to be a reality. Rivers cannot be on the Nigerian coast and not take its fullest advantages.

Lagos should be in better stead in case of True federalism, then the taxes been generated from federal government agencies would be retained by the state ,and a lower percentage of tax paid to FG.

the South East would fair better because they have virtually manage to thrive without Federal infrastructure
