Got a friend that submitted ITA without medicals cos they went in through PNP; said they will be adviced on when to submit it(ADR I guess). Please is this an 'okay' step? Doesn't seem right to me.

Sure she can write it in the UK. I wrote mine in Liberia in 2012 (Academic), 2016 (Academic) and 2017 (General).
