OPERATION RUWAN WUTA II: NAF COMMENCES ANOTHER ROUND OF MEDICAL OUTREACH IN BORNO

As part of the recently commenced Operation RUWAN WUTA II, the Nigerian Air Force (NAF) has embarked on another round of medical outreach programme in Borno State. According to the NAF Chief of Medical Services Branch, Air Vice Marshal (AVM) Saleh Shinkafi, the medical outreach programme is an initiative of the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar. He added that the programme is designed to win the hearts and minds of the locals in the conflict areas as part of the overall campaign against insurgency. During the programme, free medical treatment would be provided to Internally Displaced Persons (IDPs), whose number could increase as a result of the intensive day and night aerial bombardments by the NAF. AVM Shinkafi stated that the CAS had also directed that surgeries be conducted, at no cost to the IDPs, for those requiring surgical interventions. A team of additional medical specialists has been deployed to the NAF 105 Composite Group Medical Centre to augment the existing medical manpower for the programme.

Upon deployment, the medical team immediately started attending to critical surgical cases in IDP camps around Maiduguri. So far, the NAF medical outreach team has successfully performed 21 general surgeries and 48 eye surgeries on IDPs from the various camps at no cost to the IDPs. Additionally, the NAF intends to extend the medical outreach to the IDPs in Monguno, where it is estimated that a minimum of 4000 IDPs will receive free medical treatment and another set of 250 will benefit from free surgical interventions within a 2-day period. This is the fifth cycle of free surgical interventions lined up by the NAF for the IDPs in the past 2 years during which an average of 200 surgeries are carried out per cycle.

The NAF commenced Operation RUWAN WUTA II, a few days ago, to further degrade the capability of the Boko Haram Terrorists and has already recorded a number of hits since then.

PRESS RELEASE: OPERATION RUWAN WUTA II: NIGERIAN AIR FORCE RAINS MORE FIRE ON BOKO HARAM TERRORISTS LOCATIONS

In continuation of Operation RUWAN WUTA II, the Nigerian Air Force (NAF) has continued to rain significant fire on Boko Haram Terrorists (BHTs) locations, with intensive day and night aerial bombardments. On 24 Oct 17, the second day of the Operation, the NAF conducted an air interdiction mission on the BHT-infested settlement of GHATA MUSA, located about 16km Northwest of MADAGALI. The location was observed to have significant BHT activities, indicative of its use as a hideout for the insurgents. The air interdiction was conducted by 5 aircraft namely 2 F-7Ni aircraft, armed with bombs and 3 Alpha Jet aircraft, armed with a combination of bombs, rockets and cannons. Two Alpha Jet aircraft and 2 F-Ni aircraft took turns to pound the location with bombs, destroying some structures and sending a few BHT survivors fleeing from the location. Thereafter, the third Alpha Jet Aircraft returned to strafe the location with rockets and cannons, neutralizing some fleeing insurgents in the process.

On Day 3 of the Operation, the NAF conducted another air interdiction mission on a BHT structure in PARISU, which is the Northeastern gateway into the Sambisa Forest. The target building in PARISU was confirmed to be a BHT hideout and subsequently earmarked for attack. Four NAF aircraft namely 2 x F-7Ni aircraft, armed with bombs and 2 x Alpha Jet aircraft, armed with bombs and rockets, conducted the air interdiction. One Alpha Jet aircraft and the 2 x F-7Ni aircraft took turns to attack the location with bombs, thereby destroying the target structure. This was followed up with rockets and cannons’ attack of the target area, by the second Alpha Jet aircraft, after which no terrorist movement was further observed at the location. Operation RUWAN WUTA II, which was initiated by the NAF leadership, is part of efforts to further decimate the ability of the BHTs to freely operate and to give advantage to our surface forces.

He further stated that it is imperative for SNCOs to continue to reassess their performance in adding value to the NAF. SNCOs are instrumental to the implementation of directives, which could bring about the actualisation of the NAF mission statement and CAS vision. AVM MG Abdulwahab urged the graduands to utilise the knowledge instilled in them to be more proactive and productive as well as supervise their subordinates diligently.

During the course, some SNCOs distinguished themselves by winning awards. Highlights of the graduation therefore included award presentation to the most deserving graduands. OPERATION RUWAN WUTA II: NIGERIAN AIR FORCE INTENSIFIES AERIAL BOMBARDMENTS OF BOKO HARAM TERRORISTS LOCATIONS

The Nigerian Air Force (NAF) has intensified its intensive day and night aerial bombardments of Boko Haram Terrorists (BHTs) locations within the Northeast. On 26 October 2017, the fourth day of the ongoing Operation RUWAN WUTA II, the NAF conducted air interdiction on some structures in DURE, a BHT-infested location, 12km east of SAMBISA. Reports from NAF Intelligence Surveillance and Reconnaissance platforms had revealed the gradual resurgence of BHT activities in the settlement, particularly at the targeted structures, which were hideouts for the terrorists. Five aircraft namely 3 x Alpha Jet aircraft and 2 x F-7Ni aircraft conducted the air interdiction missions. The Alpha Jet aircraft and the F-Ni aircraft took turns to attack the location with bombs, destroying the targeted structures and killing the terrorists. The Battle Damage Assessment (BDA) conducted after the strikes revealed that some of the structures were set ablaze by the bomb explosions.

On the same day, the NAF conducted air interdiction missions on a BHT-infested settlement in MANGUSUM. The location was attacked, in succession, by 2 F-7Ni aircraft and 3 x Alpha Jet aircraft. The F-7Ni aircraft and some of the Alpha Jet aircraft attacked the targets with bombs, destroying BHT structures in the location and sending a few BHT survivors fleeing. Thereafter, another Alpha Jet aircraft followed up with rocket and cannon attacks in the target area, strafing the fleeing terrorists in the process. Subsequent BDA of the attack indicated some burnt structures and significant casualties inflicted on the BHTs. Operation RUWAN WUTA II, which was initiated by the NAF leadership, as a follow-up to the hugely successful Operation RUWAN WUTA, has so far proved to be even more successful.

NAF COMMISSIONS ADDITIONAL ACCOMMODATION FOR FRONTLINE TROOPS, EXPANDS APRON AT BASE IN MAIDUGURI

The Nigerian Air Force (NAF), on 26 October 2017, commissioned another 30 units of 3 x 10 bedrooms for its frontline personnel at the NAF Base in Yola. The Chief of Administration at NAF Headquarters Abuja, Air Vice Marshal (AVM) Lawal Alao, commissioned the new accommodation for the personnel in Yola on behalf of the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar. According to AVM Alao, NAF Base Yola is critical to the ongoing counterterrorism and hence, the need to ensure that the personnel are properly accommodated. He also seized the opportunity to commend the dedication of the commanders and their personnel, adding “your commitment and daily sacrifices to the fight against the Boko Haram terrorists is a pride to the Service and indeed, the Nation”.

On 27 October 2017, the CAS equally commissioned 3 blocks of 10 and 1 x 30 studio apartments for the frontline personnel serving at the NAF Base Maiduguri. He said that the additional accommodation was to emplace a conducive residential environment as a way of encouraging the personnel in their arduous task in the frontline. In addition, Air Marshal Abubakar commissioned the newly extended flight line apron at the NAF 105 Composite Group Maiduguri. The total expanded area of the apron is 9175m2, as reported by Flight Lieutenant Musa, who supervised the project. The CAS said the apron was extended to increase the space available for holding and maneuvering all aircraft detailed for operations in the Northeast. “This is especially considering that more platforms are being reactivated and new ones are being expected to further prosecute the counterterrorism campaign”, he said. The CAS also assured the personnel that Mr President was doing everything humanly possible to restore the past glory of the NAF as a leading air force on the Continent. Furthermore, he commended the gallant personnel for their sacrifices and efforts, which had led to the dislodging of the Boko Haram combatants from their hideouts.

In his welcome address at the commissioning ceremony in Maiduguri, the Air Officer Commanding Tactical Air Command, AVM Mohammed Idris, praised the ability of the CAS to consistently strike the right balance between the management of warfare and the management of the personnel welfare, in a bid to enhance professional competence. He further stated that the consistent provision of accommodation to meet the needs of the frontline personnel had improved the living standards of the personnel and enhanced their productivity. He then mentioned some of the ongoing projects in the Unit including the construction of additional Single Officers’ Quarters, a multipurpose hall, gymnasium as well as the renovation of the Air Force Primary School, remarking that the personnel’s morale would be further boosted once the projects are completed.

The newly commissioned projects are intended to provide the necessary thrust for the frontline personnel to continue to contribute meaningfully towards the collective efforts at meeting the demands of National Security.

PRESS RELEASE
RE- HOW INACTION BY NIGERIAN AIRFORCE CAUSED UNTIMELY DEATH OF ARMY OFFICER EIGHT SOLDIERS IN YOBE BOKO HARAM ATTACK

1. The attention of the Defence Headquarters has been drawn to a falsehood published in some online media that the inaction of Nigerian Air Force caused untimely death of an army officer and 8 soldiers, in Yobe Boko Haram attack. The ill motivated news against the Nigerian Air Force in particular and the Military in general should be disregarded by the general public as it lacks merit.

2. It should be recalled that the Nigerian Air Force conducted Operation RUWAN WUTA 1 in September this year in support of the Nigerian Army, which recorded massive successes in further eliminating remnants of Boko Haram Terrorists in the North East. As a result, the Air Force re-strategized and embarked on operations RUWAN WUTA II which is ongoing alongside clearance operations with the Nigerian Army, all under Operation LAFIYA DOLE. Hence, it is not possible for the Nigerian Air Force to refuse to provide air cover to the Nigerian Army at this moment of its peak air activity.

3. The Nigeria Army, Navy and Air Force have always been operating jointly and equally synergized in their common spheres of influence to bring the necessary force to bear, on all targets in operations and battle field.

4. Therefore, the ill motivated story should be discarded.

RE: EXPOSED: CORRUPTION IN THE ARMY - HOW A WOUNDED SOLDIER WAS ABANDONED BY THE NIGERIAN ARMY AND HAD HIS SALARY AND ALLOWANCES STOPPED

The Nigerian Army’s attention has been drawn to an allegation by Mr. Ahmed Idris of the Citizens United for Peace and Stability (CUPS) titled “Exposed: Corruption in the Nigerian Army-How a Wounded Soldier was Abandoned by the Nigerian Army and had his Salary and Allowances Stopped” which he posted on his Facebook wall. The Nigerian Army being a responsive organization, has thoroughly investigated the allegation and wish to state that it is unfounded, erroneous, malicious and intended to cast aspersions on the leadership and reputation of the Nigerian Army typical of Mr. Ahmed Idris. We wish to state that there is no such case of corruption or abandonment of any Nigerian Army soldier least of all 13NA/70/6592 Private Abdulrauf Aliyu as alleged.

The Nigerian Army is not a conscript Army. Interested persons voluntarily enlist to serve and must abide by the rules that governed the organization. It has standard and established procedure for treatment of wounded officers and soldiers from the scene of any incident or theatre of war. This could start from first aid to evacuation to Regimental Aid Post, Field Medical Services/Ambulance, up to Divisional Medical Service and Hospital, as well as Nigerian Army Reference Hospitals, University Teaching Hospitals and other Specialist Hospitals within Nigeria. More serious cases are further evacuated abroad for due and necessary management they deserve. The case of Private Abdulrauf Aliyu is not different from that of any other gallant officers and soldiers of the Nigerian Army that were wounded in action. Furthermore, Commanders have no direct say or access to their personnel pay and Allowances. The hasty generalization of labelling commanders corrupt is unfounded, nauseating and libelous.

For the avoidance of doubt, Private Abdulrauf Aliyu was posted to 1 Division Garrison on 18th December 2013 after 6 months military training at Depot Nigerian Army, Zaria, Kaduna State, for military duties. On 11th December 2015, Private Abdulrauf Aliyu was nominated to beef up 158 Task Force Battalion at the Nigerian Army School of Infantry (NASI), Jaji. The unit was later deployed to the North East. Private Abdulrauf Aliyu's unit was unfortunately attacked on the 18th April 2016 at Kareto by Boko Haram, during the attack, he sustained abdomen injury which after First Aid treatment he was evacuated to 7 Division Hospital and Medical Services for treatment.

The soldier was later transferred to the University of Maiduguri Teaching Hospital for expert review and care. He has not been seen on several visits to both 7 Division Hospital and Medical Services and University of Maiduguri Teaching Hospital. All efforts to trace the whereabouts of Private Abdulrauf Aliyu proved abortive as he failed to return to either 158 Task Force Battalion nor 1 Division Garrison unit till this moment. It is important to note that he was neither discharged by any of the aforementioned hospitals, nor was he granted official pass by any Commander. Consequent upon this, his unit had no option other than to initiate Absent Without Leave (AWOL) and disciplinary procedures against him leading to stoppage of his pay and allowance in accordance with extant laws and procedures of the Nigerian Army. He was declared AWOL on 24th June 2016 and has spent a total of 183 days as at the time the Board of Inquiry (BOI) on his continued absence was set up. Therefore, BOI recommended that the soldier be Struck Off Strength (SOS), which was done on 16th August 2016.

From the foregoing, this is a clear case of a deserter from the Nigerian Army trying to run a campaign of calumny against the Nigerian Army on Social Media through willing accomplice as Mr. Ahmed Idris. Sections 59-63 of the Armed Forces Act Cap A20 Laws of the Federation of Nigeria 2004 are very clear about Absent Without Leave and Desertion in the Nigerian Army and indeed, Armed Forces of Nigeria. In addition, it is obvious that the Facebook post by Mr. Ahmed Idris lacks merit and is replete with half-truths and misinformation intended to whip public sentiments, as well as malign the Nigerian Army in a clear case of criminal misconduct by a soldier. Therefore Mr. Ahmed Idris, is strongly advised to please always eschew rushing to malign persons and organizations without proper investigation. You should allow whatever sentiment or malice you harbour against anybody or the Nigerian Army not to becloud your sense of judgements. You should stop misleading the public through unfounded and baseless allegations.

As it is now the soldier in question is a deserter who, if seen, should be apprehended and handed over to the nearest military unit or police station. To that extent, your write up is malicious and baselessly uninformed. You are inadvertently either ignorantly or deliberately promoting and encouraging acts of indiscipline and cowardice amongst troops and most importantly, corruption which you professed to fight against. The general public should ignore this campaign of calumny by Mr. Ahmed Idris aimed at tarnishing the good reputation of the Nigerian Army. Additionally, every Nigerian is duty bound to apprehend or report any officer or soldier that unlawfully abscond from the Service as provided by the Law. Mr. Ahmed Idris should surrender the deserter soldier or he will be liable for aiding and abetting desertion of a soldier which is a criminal offence.
