Please grammae stars, help us ignorant folks in the appropriate expression of location,

Is it I'm at Lagos or I'm in Lagos. And, my sister is at Lagos or she's in Lagos?
Please help.

I believe 'at' is used when u re in a specific place or building.

while 'in' is used when u re in a city or country without pointing out specifically where in d city.

E.G. I'm at Lagos lagoon to commit suicide.

You are somehow correct.

When referring to a country, state or city(in some cases) ,IN is used.

But when referring to a particular location or address, AT is used.

Eg : ricchy is in Lagos.
Ricchy is in ikeja or at ikeja. Both correct

Ricchy is at mile 2.

I am in Lagos.....
I am at the gate.....think it has to do with location and position.
So you can say "I am in school ,at the department of......"

It's not correct.

I am at school in the department of(correct)
We use "in" for department.

When you are saying something in memory of,we make use of "IN"

I am at school(correct)
Back then when I was "in" school(correct)

We use at for school,university,church,mosque

But when you are speaking in remembrance of,instead of "at" we use "in"

"IN" is correct .....
AT means beside...

One can't be beside Lagos but one can be beside a Lagos beach......that means "At" a Lagos beach

... it's the other way round.

I am "in " Lagos ,"at " Ikotun should be it.

"at "denotes a particular spot(I.e Ikotun) within a larger spot(I.e Lagos)

Your example " Eg I am at Lagos in ikotun" is wrong, Lagos is not in ikotun rather ikotun is in Lagos , so it should be I am at Ikotun in Lagos.
