To answer this question, one must understand that God is Good and there's no Evil in Him.

1 John 1:5
This is the message which we have heard from Him and declare to you, that God is light and in Him is no darkness at all.

Permit me to expound on this.

When a criminal kills, it is evil.
When an executioner kills the criminal, it is judgment.

Meaning, not all Killing is evil.
Often times when God judges who we consider good by human standard but God considers evil because he knows their heart, we often consider Him evil.
Often times when God is working on us as well to help us correct our sinful nature, it often looks like evil.

But we simply have to be sensitive to be able to distinguish if we are being chastised for correction or judged for committing evil.

Habakkuk was able to see God's judgment befalling God's People. And that seemed evil in his eyes.
But later from Chapter 2, God unveiled Him and he began to sing praises to God in Chapter 3.

It is evil to crucify Christ. Should we be grateful it was not God's plan?

God permitted evil to drive home His points to us but doesn't permit evil beyond those. God doesn't tempt.
