It used to be the case that British and American users defined a billion differently.
Americans defined a billion as 1E9 (1 with nine zeros) while British defined it as 1E10 or (1 with ten zeros), thus a british billion would be a US trillion. The definitions are now largely reconciled and both define a billion in the former (US) way.
However, I guess the writer wanted to avoid confusion (especially since the discussion is centered on India which has another confusing unit called the lakh equal to 100,000 and crore equal to 10,000,000)

You can find a similar thing with commas. Some countries use the comma as a decimal point, others use it to separate groups of numbers. The proposed middle ground is to use a space for separation eg one million would be written 1 000 000 not 1,000,000
