Donald Duke is clearly the best for me. In the case of Fashola, he was Governor of the richest State in the country, so it shouldn't be too difficult to perform but in Duke's case, he was governor of a very poor state and yet he was able to perform far better than other governors that had far more resources at their disposal than he did.
