If a governor accept it doesn't mean the prop should let it happen. Government is not the owner of the land. He is only put there to do the bidding of those who put him in charge and make sure they are equally represented. He is not a dictator or monarchy . If he does what they don't like, they should not allow it.
The Governors that take unilateral decision to accept cattle colonies should be impeached promptly by the State House of Assembly. With all its imperfections, our democracy gives us the power to choose our leadership.

Man made law. We are independent and any law can be overturned. Unless we are slaves who are helplessly held captives. You guys better go and start impeachment proceedings against Rochas to correct the electoral mistake made by voters. You guys voted him and can also remove him. If there is no political will to impeach, then you should all accept being complicit in bringing Fulani colony to Igboland. No need running to Idiroko after voting for Rochas. Ogun State might still deport you back to Imo.

2.which money will they use to establish it.
3.what is the value of this cattle to development of nigeria's economy?

All is waste of funds. Bringing water and grass to the colonies alone would be boredom to those tasked with the duty.

More so, the said 100 billion naira which was wasted during the immediate past administration of GEJ on this same cattle colony could testify to what I am saying.

And passing land to these herders is somehow a threat in some states. States that do not take the issue of land for granted.

Also, another crisis would be estabished-the ownership of grass supplying sites-as a colony in one state would not allow other colony in another state to come and collect grass for its colony. This is because some states have low distribution of grass to be suppied.

So they should device other means of tackling the menace of this herdsmen attacks.

Northern Nigeria landmass makes up about 78% of Nigerian landmass.

The whole of SE is around 28,000 sq km.
Niger state alone is around 78,000 sq km.

This means that Niger state is nearly as big as the entire SE.

About 13 or 14 states in Nigeria has a landmass of over 29,000 sq km.

This means that more than 12 Nigerian states are bigger than the entire SE.

So each state should use their landmass n do whatever they need to survive.
Niger state is bigger than the south west and far bigger than south east
