Please look up the definition of civil service...this is a Wikipedia definition:

The highest civil service position in Nigeria are Permanent Secretaries who serve for four years and Directors who serve for eight years, all renewable and none of these are appointed by the President, they are as a result of career progression from within the ranks and they all abide by the Federal Civil Service Commission of Nigeria laws.

Col. Hameed Ibrahim Ali (Rtd), is not a civil servant, but a Minister who is a political appointee of the President and does not have a tenure and be fired anytime, any day and without cause, reason or explanation. The President chooses whoever he wishes to occupy that position and it is not as a result of any progression from within the ranks and this political appointee heads the civil service ministry. This is how the constitution is organized.

Ali does not answer to the Federal Civil Service Commission of Nigeria, a body that oversees all civil servants in Nigeria.

He is not answerable to the senate beyond oversight functions on the senate floor, the only person he's answerable to is the executive as a staff and member of the executive/President, a separate arm of government.


The senate can not do anything to Mr Ali, they can not punish him, they can not sack him because he doesn't function or answer to them, only the president can discipline of fire him. This is what they call separation of powers, something you and your kind did not learn in elementary school and still won't learn for your own good.
