There was little controversy at the National Assembly this morning over President Buhari rejecting three bills passed by National Assembly. President Muhammadu Buhari has written to the Senate, declining presidential assent to three bills recently passed by the National Assembly.

The bills are the Police Procurement Fund establishment Bill 2017, the Chattered Institute of Public Management of Nigeria Bill 2017 and the Nigerian Council for Social Works Establishment Bill 2017.

In a letter read by the Deputy Senate President, Ike Ekweremadu, on Tuesday, Mr. Buhari gave reasons for rejecting the bills.

The letter reads, “Presidential decision to decline assent to three bills recently passed by the national assembly in 2017.

“Pursuant to sections 58(4) of the constitution of the federal republic of Nigeria 1999 as amended, I hereby convey to the senate, my decision on 25th of January 2018 to declare presidential assent to three bills recently passed by the national assembly namely:

“A. Police procurement fund establishment bill 2017. Due to lack of clarity, regarding the disbursement of funds as well as constrainant issues regarding the powers of the national assembly to appropriate funds allocated to the 36 state governments and 754 local governments which conflicts with sections 80-82 and 120-122 of the 1999 constitution as amended.

“B. Chattered institute of public management of Nigeria bill 2017. Due to lack of clarity over the scope of the profession of “public management”, that this bill prohibits all persons who are not members of the institute from practicing.

Why will u stop people from professions like public management and social work?
I ve seen people that read Yoruba in the university doing public management.Why create councils for these kinds of profession that anyone can dabble into?

the presidency pointed out what were genuine flaws in the bills & communicated same to the NAss for its reconsideration.


the NAss needs to do the needful & reconsider those portions that might create more problems than it will solve.

I think the law also empowers the president of the Senate to pass a bill declined by the president with the support of 2/3 majority. So no big deal

Politics apart, there is no sense in the three bills. For example, the bill to establish chartered institute of public management seeks to ban anybody who is not a member of the institute from practising public management. So, how do you define the business of public management?

That was how IBB signed the ANAN and CITN act in 1993 without understanding the implications. It took ICAN over 10 years of legal battle to restore tax practice as part and parcel of a Chartered Accountants business.

If the public management bill for example is signed into law, the institute will wake up one day and tell all civil and public servants that they no longer have right to work is public office without becoming a member of their institute. We should commend the president for this.

Well, I can't comment on a bill I haven't seen nor read. It is best we get to read the content before making known our opinion so that we will be able to make informed opinion.
