Should Nigeria divide the region will fall into total control of terrorists.

Please they are not the same thing. The FBI gets thousands of warnings/speculations from thousands of persons in just one day. They have to choose which one to take seriously. In this case A sitting Governor was the informant on a direct issue with relevant details.

If a state Governor had a state IGP that answers directly to him, the same way the IG of police answers directly to the Federal Government/President. How would the Governor call/command his state IGP and the person would Ignore a direct order from his boss??

The way they are reducing the population of minority tribes in the North is distorbing. In decades to come they would have been completely wiped out and these Fulanis will be the occupants. Go check the ethnic group of where these atrocities are been committed and see for yourself. Nupe, tives, kibaku tribe of chibok are examples. Where they are not killed, they are forced to flee there lands out of fear while the new occupants sweeps in and continue to expand their territory. why are there no killings in fulani dominated communities? Why in the land of other tribes?

These statements by State Governor and the Emir implies the Military, by extension the Security Agencies leaders are incompetent to provide security (their code) to Nigerians.

It seems there are Two different constitutions in this country. One for the South and a different one for the North.
Imagine a well known weapons center being in the South.

This has been common knowledge. A different set of rules are administered to people of the core north while other regions strive to educate their people towards development to maintain law and order. When the discrimination is fully blown, it creates a hydra headed monster that turns on those who created and nurtured it to maturity. Boko haram, now herdsmen and others that seem to be springing up by the hour. Smart leaders know that insurgents are not to be tolerated promoted or pampered for they quickly graduate into a parallel govt once fully blown. These and other parochial distractions become the bulk of what the govt continues to nurse while weightier matters get little to no attention...
