300 is a whole number! Except you want to express it in standard form - i.e. 0.3 x 10³.
And it's still a whole number.

By default, when the base of a number is not stated, base 10 is assumed but since the question requires conversion to decimal, the stated number is assumed not in base 10. Base 10, 9...4 can be 300. So the op need to specify the base.
