That's not correct. You need to have unrestricted right to work even if you're from a commonwealth country. You should already be a permanent resident or at least be on long term visa (I.e. Spouse visa)

Exactly what I saw as part of the requirements.

If you don't have a work visa/permit for Uk, forget about this recruitment.

So if someone doesn't have work permit for UK, no need to continue this application. I have received an invite for the assessment, what shall I do cos I don't have any work permit or visa for UK.
