Growing up somewhere outside your native land has great impacts on you.

Go and observe that Igbos who grew up in Onitsha and Igbos who grew up in Lagos or in the north do not behave the same way at all. They behave very differently.

I am from the north-central and I have observed this very very well. Igbos who grew up in Jos where I am from are very different from those that came from the east.

I am from Jos but I grew up in Warri and I can tell you that I am very different from most of my people in the way we act, think and almost everything else.

Go to Kano and see, majority of the hausa speaking muslims you see in Kano are not from Kano state, many of them are not even Hausas by tribe! The policies were not meant for every language in Nigeria. It was more or less for the 3 major languages and perhaps other larger regional languages.
