Get architectural & structural drawings of the kind of building u desire.After which u carry out a soil test, that will really determine your cost.
The test result will give the best approach to develop your land.

He said he wants to do a fence on the raft then I can sandfill later when I’m ready to build but initially my plan was just to sandfill so I do not understand this at all

Message any of the engineers, segzy14 or Aventures...they will be able to guide u properly. What is the size of your plot sir?
U want to build or u just want to do a fence?
