What is the thickness of the rods circled in blue to receive the bolts?
Did the rods for the started from the base reinforcement?
What is the essence of the plate since it is gonna be cover with concrete?

On this particular site the rod was 16mm and yes it starts from the base.
The plates carry the legs of the tower.

That is not the plate in the first picture, it is a wooden template for the plate.
