Even a Ritz Carlton, 10 short storeys in London, New York, Tokyo, Toronto or Paris, could not possibly cost $67USD to construct.
And this costly white elephant was constructed by a government agency supposedly charged with unraveling mismanagement and corruption of public
resources ? shocked

In a country where millions live on less than $1 per day ?
