for an iPhone to be password locked means that the possibility of being icloud locked, find my iphone enabled and network locked is very high. Since the seller can't unlock ordinary password suggests it might be stolen so all other locks might also be activated. Don't be tempted to burn your hand trying to get cheap deals even people that do paid checks also fall victim sometimes let alone this.

Removing password for iPhones cost below 2000naira. Just check imei number to be certain iCloud is clean and find my phone is turned off.
