Before Mr "correcter" will come again lemme clear your ignorance for once. Petroleum Ministry (Ibe is Minister of state for petroleum) has unfettered access to CBN coffers and pay as much as N7bn yearly as subsidy without budgetary allocation or appropriation. Also, they have a pool of finances overseen by the CBN which is about 60-70% of our reserves that is not covered or limited in spending by the "Bureaucratic" TSA.

Next time, do not just read surfaces, read meanings.
