Yes, Nigeria is a failed state.

Someone committed murder and others have taken the law into their hands. While a citizen can make an arrest, they can't go beyond that. But in a country where the police is so useless that no one trusts them, this is what to always expect. People taking the law into their hands, including even passing death sentences and burning people to death.
