Hmmm...I have not heard of an application letter before.
But I do know that a cover letter is sent with a resume. Its supposed to spark the interest of a future employer to look at your resume since they are probably bombarded with other applicants. You are supposed to put the best parts of youself there, your strengths, relevant work experience, why you would be a good fit for the company. Then at the end, you are to close by summing everything up and ask for an interview or follow up call. Include your contact information. I am reading about this now for a class. I will try to upload an example later.

In application letter.. U must write the position you wish to apply as the heading of the letter BUT in cover letter you don't have to write the heading just indicate the position in the body of the letter .

Cover letter is an addendum to your CV. You highlight your unique selling points and the value you can add to the organisation. While an application letter is a letter of intent, indicating you wish to be considered for an advertised position.

There are subtle differences between the two. Though their names are sometimes used interchangeably. An application letter is often intended to stand on its own, whereas a cover letter generally can't be the applicant's only document submitted to express interest in a job opening. A cover letter as the name suggests is just a cover. It introduces you and that is all. It needs to be accompanied by a resume or a CV.

Cover letters typically contain a brief introduction. The introduction for a cover letter consists of three to four sentences about the job seeker's work experiences, education, accomplishments and the type of organizations he feels are best suited for his qualifications. On the other hand, an application letter might contain a more extensive introduction simply because this letter serves a purpose that's similar to the resume as well as an introduction. An application letter generally also contains a brief description of the job seeker's work history or professional experience, which a cover letter does not include.

A cover letter elaborate more on your skills and relevant job experience making you suitable for the applied job

Mathematically, an application letter is a subset of cover letter

According to Google,
The purpose of the cover letter is to introduce yourself to an organization, demonstrate your interest in the company or a specific vacancy, draw attention to your resume and motivate the reader to interview you. Often this letter is the first contact you have with a prospective employer.
While
An application for employment is an standard business document which is prepared with questions deemed relevant by an employer in order for the employer to determine the best candidate to be given the responsibility of fulfilling the work needs of the company. Most companies provide such forms to anyone upon request at which point it because the responsibility of the applicant to complete the form and returning it to the employer at will for consideration. The completed and returned document notifies the company of the applicants availability and desire to be employed and their qualifications and background so a determination can be made as to which candidate should be hired

Aside, writing the usual nonsense of "APPLICATION LETTER blah blah" as the heading...Application Letter is the same as Cover Letter! Technically, they serve the same purpose!

Thats just the writers opinion. They are generally one and thesame - different sides of the same coin. You don't drop an application letter without a CV and same as cover letter.

Example: you are applying for casual leave through your HOD of department to general manager, u apply through HOD, then HOD can now forward or write a covering letter with your application attached to it and direct it to the office of the general manager.

A job application letter (also known as a cover letter) is a letter you send with your resume to provide information on your skills and experience. This letter is your chance to “sell” yourself to an employer, explaining why you are an ideal candidate for a position.

It's important that your application letter is formatted properly and free from errors. Recruiters and hiring managers will notice if you do not follow the standard guidelines for writing the letter - or if it's full of typos and mistakes.

Based on experience there are differences on Application letters and cover letters even though they are both known as application letters, I will state here that application letters are formal letters written to job openings and recruitment in public sector while the later is written to job openings in private sector or NGOs. When applying for jobs in public sector no body cares what you are is either you are starting as a junior cadre or as a senior cadre and you will be trained in the job except those applying for management positions and application for management positions in public sector are usually available in new commissions or institutions so the application for public sector is usually the position advertised for attached with your results while on the other hand the private sector requires more information in your application letters which entails your previous experience as regards the job you are applying for along with your resume which also contains detail information about you and your previous work and experience as well as qualifications, that is why it is called cover letter as it covers all the details the employer wants about you. Unlike the public sector that require only your school sat for junior cadre and degree for senior cadre for employment.
