I tell you, we left Lagos this morning and enter east around 3pm. We passed awka and so much fine houses, more than 4 beautiful flyovers, but enugu is just a glorified village with multiple slum setrlements and unending brown roofs

This is Diamond Estate close to New Market, the least amount a plot of land there can go for is N30M. It is solely from State Government Allocation and the Government must approve the building. I guess you misconceived what Brown Roof stands for.
