MSc is higher than HND so evaluating the HND will add no point. PNP seems to be the way out.

The Hnd won't do any plus to her crs. In my opinion, I think she should focus on PNP route, since she doesn't have a spouse that can push her up. Let her get all her documents ready and vigorously pursue the available pnp she is eligible for.

How many years of work experience?

The following options come to mind:
1. go for 2 years MSc OR
1. go for a diploma course of one year and Apply with two or more certificates OR
1. go for MSc or any course in Canada, ditto educational route I earlier mentioned. Please let others contribute.

Yes I think I'll just write ielts again, currently learning French also. If I want to go the PNP route, how do I go about it please?

So, so close.
If only you can raise your Speaking and Reading one step each to 7.5 and 8.0 without dropping your Listening and Writing to get you to 441 which is a good score this year.
Or
You can register for a one year PGD which by next year will get you to a max. score of 468 as you will not drop points for age
Or
If you are that good in languages, you can learn French and do TEF
Or
You can begin looking at PNP options.
