The shortage of mass public transport during that period makes the competition to get a seat in any available commercial vehicles extremely ferocious.

Commuters who are unable to scramble their way into any available commercial vehicle are left stranded. They are left with no option than to wait for the next opportunity for a scramble into a commercial vehicle heading towards their destinations.

And the rat race continues.
