Oga based on existing laws and the 2015 judgment in ondo on defection,apc isnt factionalized.a faction must be started from the national level not state.for r-apc to be seen as a faction,there must have held congresses and elected a different national exco.there must have also sold forms.this never happened so there not factionalized.a good case is the makarfi and sheriff case
