This happened in Lagos during Fashola time when he subsidized shops for Omole Lagosians. Before you know it, Igbo businessmen swoop into action, paying them almost twice of the amount they bought it for. Since most of these people don't have enough money or reserve to stock their shops, they fell for it. These Igbo businessmen then turnaround and rent it to the same Omole for 30-50% of the sold price per annum.
