This is a welcome bill, but the govt have serious fight implementing this bill. Deve collection has chased a lot of investors and companies from the state. Its not just to sign the bill but to implement it. Some of Okowa S.A and boys are also involved in this collection. Stopping this deve is a grass root fight, LG chairmen, traditional rulers and community leaders have to get involved in other to stop this practice.

I am all for the overall development of Nigeria and my state, than I am for a party. Much as i have recently started supporting APC, I am not and will not champion the cause for APC to take over every state in Nigeria except only and only when the other party in power in that state is failing woefully in improving the quality of life of the people as was the case in Ekiti state where the PDP governor, Fayose was more concerned about selling meat in the market with market women than piecing out the lives of the good people of Ekiti state who were living in utter squalor. But where a state is faring well economically and otherwise under any party different from APC like Anambra State, I do not think it is wise to pull down the governor on the ground he is from a different party. That will tantamount to being an enemy of the state and by extension of the people. The reason we are all in politics is and should be to better the lots of our people and humanity. However, that doesn't stop opposition party from contesting elections, fielding better candidate with better ideas and putting the government of the day in check. But for an outright pulling down of a performing governor via social media and all, I am not and will never be a staunch supporter of that.

It is against this background, I roundly think it is time for Delta state to be governed by a different party as PDP has failed us in all ramifications and this present administration has taken that failure to an entirely new level. We can punch our phones from now till dawn arguing, the fact remains Nothing is working under this administration except the phones of those typing "Okowa is working". Our roads are as dilapidated as they come. Our schools are ill equipped and poorly staffed. Economically, we have hit our all time low. More and more Deltans are leaving school unemployed. Crime rate is on the rise. Nothing seems to be working. The appointments of many S.A's seems to be the only policy of this present administration that is working. This has to change and must change.

If Okowa was performing very well and improving the quality of lives of Deltans, many of us sincerely will support whoever emerges as our party's flag bearer on the bases of our candidate's superior ideas/policies to further improve the already improved lives of our people and we won't be all out as we are now.

But where Okowa has failed us and PDP still wants to foist the same candidate on our people, then every concerned Deltan must stand up and say

"No! Okowa must go!"

Change the lives of the youth, you won't. When they begin to discharge their customary duty of protecting the community and collecting fees from developers of their lands, you call them touts. How many times have you collaborated with the House Of Assembly to change the lives of these youth? You only collaborate to call them touts and worsen their state of living. Rubish.. Corrupt..wicked country.

I admire this bill, but the reality is that for most of us kobo kobo developers, it will make no difference.
If youths come to collect their development fee, or their roofing fee, or their grass clearing fee, what are we to do? Drive them away with police? And you know police will collect their own money which could be more. Abi you wan charge them to court? Do lawyers work for free?

The issue is there's hunger in the land, and not enough work*, so it's better they ask and you give, than they rob and you don't have a choice. I'm hoping as development comes, more jobs, and less need for all this youths roaming about.

*to be honest my Delta people don't really want to work just; they want to collect money and drink grin grin

This is very correct. This is the origin of the problems we're seeing.

Bro Qwayet. which customary duty. Are they government. Tout apologist. If you ane one of them please send this message to the rest of your ilk... Get yourself educated and acquire the necessary skills to function in life. Nobody owes you anything. The people who are developing property whom you want to extort don't have 2 heads. Go and work for your own.

PS, the governor has collaborated with the state assembly to put an end to youth irresponsibility in the state

That second part is meant to protect corruption and looted and stolen money and to protect criminals and looters

In Nigeria, you need to sing a Bill or an Act to prohibit a criminal act.

Extortion and forceful entry is already an offense.

What do I know?
I was thinking the exact same thing. Duplicity of laws due to lack of political will undecided

Passing the law is not the issue but implementing it. They wl continue to use other avenues to still be collecting deve.
The govt shd set a fixed rate for community development fees. Because some community charges for buildings are just too high.

A very good one.

Deve chased most persons and companies from Warri to PH ,yet the people nor wan wise up.
I remember discussing with a man in PH this year, who said he has a land in Warri but won't develop it because the boys will give him trouble. I know of two of his buildings in ph.
Thank God the House of Assembly and Governor have done this.
