Oga, "I have a BSc in this field" and I can tell you that it isn't cloud seeding.

1. Why can't they seed the cloud during dry season to create rain?

2. They say 'incantations' to cause rain -that one na physics?

3. Do you know how much dust and other particles you have to send to the atmosphere (all things being equal) to seed the cloud, to eventually lead to rain fall?

4. Do you know that rain may not fall at the point in the atmosphere, where the water bearing air particles form cloud?
