One can see that those 11 states are linked by rail.

This is a good initiative though, but one can see that it is almost dead on arrival. Why incorporate inefficient government agencies and trade unions into this? Bureaucracy will be the stumbling block to its success. This should have been a private- public partnership thing; like 75% driven by private institutions because this is the real way to maximise the value chain. You create wealth and empower people by encouraging entrepreneurship.

Well I hope this succeeds because it is a big move.
