Government sentiment in most things really shows they just want to embark on their journey just to humiliate people and get money from them. Wait let me ask. A building that was built earlier as residence was later been converted to commercial purpose is now a crime? Is it constitution? Make we day leave certain things for God sake.

The government of the day takes advantage of people's ignorance to maximise it's IGR.. From an inside point of view, sincerely it is not legally backed up to serve existing buildings for any reason except for change of use, or an overiding public interest. But ignorance and corruption makes the masses gullible..
I categorically state that the just concluded "As built" approval process, was a SCAM and just a means of IGR..
Now, dear prospective building plan applicants.. Plz don't get trapped with just anybody in ur quest to get an approval. If u need it(building plan approval) Plz contact a registered Town Planner or simply find out where the closest Town planning Office is to ur property. They are called Laspppa district offices.
If u av to build, plz build right..

U are quite right in the first aspect about extortions and humiliating attributes of the government . But Contrary to ur opinion on the change of use.. It is illegal to carry out a change of use without appropriate approvals.(although, there as bin an embargo on approvals for change of use for years now). It ditorts the original plans/layouts of the subject area(if there is any)

Nigerians are the only set of people who want the best but dont like doing the right thing.you don't convert residential to business district in any country with law.Ambode do the right thing

It's a good move, if Nigeria will ever be like Sweden and Norway, steps like this must be taken,

Converting a residential area to a business area is bad for development,

And the government is even lenient not threatening total pull down of the structures
