How is it his money? He's a serving Senator and that's why he's showcasing what he's done in 12 months in his capacity as a senator and representative of his people and not as a private individual. He has used public funds and it is now for the electorate to decide whether they want him to represent then on a larger scale as governor.

No, what I mean is that Senators have no business implementing projects with government money. Constitutionally they should not be given any money to implement projects for the public.
There role is clear. It is we the electorate that must rise up to stop this aberration. Those elected to implement projects are are the executives - the LGA chairmen helped by their coucellors, the State Governors helped by the state commissioners and the President helped by the Ministers the Departments and the Agencies ( MDA).
If we don’t correct the procedures we cannot curve out corruption. And my Dear friend we cannot achieve development by allowing law makers to buy and distribute a couple of transformers and to repair culverts. There must be a plan and a system - strong and solid.
