Gubernatorial and Presidential elections are not decided by simple majority win like in legislative elections, but by the number (more than half LGA's or states won respectively) so as you can see the margin of LGA's won so far is very close.

so like I said earlier prepare for a rerun

it is about both.

If the Margin of win is less than the total registered number of voters in the cancelled polling units. polling units from those cancelled spots will have to undergo a rerun election.
