The honourable Minister of Transportation, Chibuike Rotimi Amaechi ordered the China Civil Engineering Construction Corporation (CCECC) to employ indigenous Engineer. According to Israel Ibeleme, the media aide to the minister, the former governor of River state said; 

“I am giving you till this weekend to employ six Nigerian engineers. Between the Ministry of Transportation and the Nigerian Railway Corporation (NRC), two engineers with Civil Engineering background will be provided.

"The CCECC will provide two engineers and TEAM will provide the other two, making six indigenous engineers on this project. “It’s important that our engineers understudy you on this project to help the country.

"CCECC must manufacture Railway wagons and locomotives here in Nigeria".

Have you ever seen a railway line built 10 meters to powerline before??,i mean pylon carrying interstate electricity after odeda roundabout along abeokuta_ ibadan road near Federal College of education,osiele,they dont want to pay compensation there by using the acquired railway land charted,what will happen if 162 kv drop on railway line,or train,who will survive ,were engineers not there to do Environmental impact analysis,i mean Nigerians engineers speaking on our behalf??,we will now cry and pay families of deceased the same compensation in pains,but the chinese won't be there to be questioned,if f you see the way those chinese are conniving with fellow Nigerians to deal with Nigerias,you will weep,no transferred knowledge,no Saturday,no sunday,no it'z Raining,under paying_jobdone,no safety wears.Go to laderin after Governor's office at okemosan in Abeokuta and see slavery.

This minister is a joke, oga minister set rules and regulation for foreign contractors in your ministry and make sure they follow the law if they cannot why borther awarding contract to them. oga minister you need to do the needful before giving order.

What is Nigeria policy on expatriate quotas?
Who monitors this quotas?
Do government workers do their job?
Can government agencies work like private companies, target oriented?

The government makes it so easy for this people to come into the country without any stringent local labour protection requirements all in the name of encouraging FDI to the detriment of Nationals.
This people will always come if the potential are there. It like sugar to ant.

The government need to first encourage internal rediscovery, Internal investment.

The institutions need to work, not single executive order like this one.
They will employ the 6 and bring in 12 more Chinese.

Until people are held responsible for positions they hold. My country people should forget any change in this country.

Is not about forcing the hand of free market. Everytime, them no dey think any thing complex through. E just wan talk make e be say e talk.

What he should have been silently implementing is giving small and medium size projects to capable naijans that are close to being established but know the science of the job. Give these naijans or africos 70% of all the current project small and medium size jobs.
