There's no iota of truth in this inflammatory and bias journalism prior to the fact that appointment of the man didn't restrict the promotion of officers in SSS simply because that rank of number one is constitutionally an appointment position as it's not by ranks due to after level 15 in public service, one can only be above that by appointment and not by ranks.
