I still don't see why this rice can't be grown in lagos

Buhari gave Kebbi farmers about 2billion naira for Rice cultivation and Lagos in partnership with Kebbi spent 1billion naira to subsidize it to sell at the rate of #12000 with the rice not still available for up to 80% of Lagos population.
