This is an open secret.even yaradua admitted it.the minority judgment of the tribunals confirmed it.am sure he won in 2003 and 2007 but not sure of 2011.obj in 2003 reduced or suppressed buhari winning margins in the north while increasing his.in the south,he allocated inflated figures to himself like 2 million in rivers1.3 out of 1.4 million in ogun.the rigging in the south was easy because ofthe manual accreditation and low turnout in the soutj allowing pdp to allocate figures.
For instance,turnout up north may be 15 million with buhari having 12 million and pdp 3 million while turnout down south may be 6 million with pdp havig 5 million giving buhari victory.but pdp usually jacks up turnout down south and pads up its votes in the north to be close to buhari's.
For 2011,i know there was massive rigging down south but not sure if buhari won.this is what buhari will do in 2019.
The ngos,foreign observers and embassies usually have a true intel and picture of results.in 2015,they recorded some results in ijaw areas of rivers which showed pdp and apc going neck-to-neck.they also detected massive over voting and inflation in obio akpor and plans by wike to increase rivers votes to 2 million.pdp can never return to power.
