I hate when foreigners assume about Nigeria. What you have there is only the federal budget.
Now The budget of the various state is 100% independent of federal budget as is that of 774 local government of Nigeria
So you have to add all 3 of them to get the total budget
Federal + state(36) + local government (774) +Federal capital territory ( FCT Abuja)

I also find it curious that the budget is so low but thats the only official data i found. If you have better data for nigeria budget please share them .
