Maybe because, they notice that they missed out in the earlier colonization and all the benefits that countries like Britain, France etc continue to enjoy. And now that they (China) are an economic superpower, some economic recolonization of the remaining richly endowed but “f00l-ish” countries who refuse to think, plan, and use their resources to catchup with the rest of the world must be a very exciting and rewarding pursuit! Your resources has been there for thousands of years and you haven't figured out what to do with it. Another country is coming to make good use of it and you are complaining.
